Ministry of Digital Development, Communications and Mass Media of the Russian Federation
Kosntantin Noskov is Minister of Digital Development, Communications and Mass Media of the Russian Federation.
Konstantin Noskov graduated from the Moscow State Academy of Instrument Engineering and Computer Science with a degree in Automated Information Processing and Management Systems. From 2000 to 2001 he worked as an economic analyst of the Big Money program on the NTV channel. During the next eight years he worked in the Ministry of Economic Development and Trade of the Russian Federation.
From 2001 to 2004, Konstantin Noskov was Chief Specialist, Deputy Head of the Division, Head of the Economic Development Programs Division of the Department of Economic Development Programs and Cooperation with International Financial Organizations. Later he was Deputy Director of the Department for Socio-Economic Reform Strategy, Deputy Director of the Budgeting Department for Results and Consolidated Financial Balance.
From 2008 to 2011, Konstantin Noskov served in the Government of the Russian Federation as Deputy Director of the Department of Public Administration, Regional Development and Local Self-Government, and then as Director of the Information Technology and Communications Department.
In 2012, he was appointed head of the Analytical Center under the Government of the Russian Federation.
On May 18, 2018, he was appointed to the position of Minister of Digital Development, Communications and Mass Media of the Russian Federation.
