Chung entered the National Assembly in the 1996 parliamentary elections as a member of the main liberal opposition.
President Roh Moo Hyun appointed Chun as Chung's Minister of Commerce, Industry and Energy in early 2006.
At the Democratic National Convention on July 6, 2008, Chung was elected leader of the party, defeating Chu Mi Ae, his closest rival.
In December 2019, he was appointed as the second prime minister of the Luna Jae-in government.
