Was born on January 9, 1967 in Sverdlovsk.
1986-1988 - served in the Armed Forces of the USSR Ministry of Internal Affairs.
In 1992 he graduated from the Ural State Medical Institute, Order of the Red Banner of Labor.
1992-1996 - intern, doctor - obstetrician-gynecologist of the republican hospital in Syktyvkar.
In March 1996, he was appointed deputy chief physician for consultative and diagnostic work, and six months later - chief physician of the Komi Republican Perinatal Center.
1996-2000 - Chief Physician of the Republican Medical Association.
2000-2006 - Chief Physician of the Republican Perinatal Center.
2006–2011 - Minister of Health of the Komi Republic.
2011-2012 - Head of the Department of Obstetrics and Gynecology with a course in Pediatrics, Komi branch of the Kirov State Medical Academy of the Ministry of Health and Social Development of Russia.
In 2012, he was appointed to the position of Deputy Head of the Federal Service for Surveillance in Healthcare of Moscow.
2013–2015 - Acting Head of Roszdravnadzor.
2015–2020 - Head of the Federal Service for Surveillance in Healthcare.
On January 21, 2020, by Presidential Decree, he was appointed Minister of Health of the Russian Federation.

Head of the BMT-5 Department "Research, testing and operation of medical equipment" of the Federal State Budgetary Educational Institution of Higher Education "Bauman Moscow State Technical University".
In 1999 he was awarded the academic degree of Candidate of Sciences, in 2006 - Doctor of Medical Sciences (in two specialties - "Health Organization and Public Health" and "Obstetrics and Gynecology").
The doctoral dissertation is devoted to the organization of perinatal care: a modern model of providing perinatal care to mother and child has been developed, which is currently implemented in the Russian Federation.
Editor-in-chief of the journal Vestnik Roszdravnadzor, editor-in-chief of the journal Quality Management in Health Care, editor-in-chief and founder of the journal Human Health in the North, member of the editorial board of the journal Pediatric Medicine of the North-West.
