Alexey Parabuchev graduated from Rostov State University (cum laude) where he majored in Culturology. He also holds a master’s degree from Central European University (CEU).

He started his career in innovation in 1999 as a lead specialist at Moscow Center of Experiment and Innovation. In 2004, he joined Institute of Advancement Studies as a project manager. A year later he headed a lab at Institute for Innovation Strategies in General Education. In 2009-2010, he carried out several consulting projects for organizations involved in science, education, and manufacturing activities. From 2011 to 2013, he led projects at the Innovation Development Department of the Energy Forecasting Agency. From March 2013 to September 2015, he was the head of Future Development Department, as well as the deputy CEO, and later the acting CEO of Innovation Development Center under the Department of Science, Industrial Policy and Entrepreneurship of Moscow.

On September 21, 2015, he was appointed the CEO of Innovation Development Center, and on November 2, 2015 – the CEO of Moscow Agency of Innovations.
On May, 05, 2022 he was appointed the CEO of Moscow Innovation Cluster
