Born on 1 November 1963 in the city of Turinsk in the Sverdlovsk Region.
In 1986, graduated from the Ural Electromechanical Institute of Railway Engineers named after Ya. M. Sverdlov with a degree in Automation, Telemechanics and Communication in Railway Transport.
In 1999, he graduated from the Urals State University of Railways with a degree in Economics and Enterprise Management (Railway Transport).
Between 1986 and 1999, Khramtsov rose from electromechanical technician in signalling, centralisation and blocking at the Chelyabinsk Signalling and Communication Division to First Deputy Head of the Signalling and Communication Service at South Ural Railways.
From 1999 to 2002, he served as First Deputy Head of the Signalling, Centralisation and Blocking Service at South Ural Railways.
From February 2002 to February 2005, he was Head of the Chelyabinsk Signalling, Centralisation and Blocking Division at the Chelyabinsk branch of South Ural Railways.
Between 2005 to 2008, Khramtsov served as Chief Engineer at the Chelyabinsk Branch of South Ural Railways.
In June 2008, he was appointed Chief Engineer at South Ural Railways.
In May 2018, he was appointed Head of South Ural Railways.
In October 2021, Khramtsov was appointed Deputy Managing Director – Chief Engineer at Russian Railways.
