Exporting High-tech Products Instead of Human Capital

In the short term, the absence of international competitors in the domestic market provides an incentive for the development of domestic manufacturers of DeepTech products. But if they are to enjoy enduring success, domestic technologies will need to be able to compete with those developed by international companies and the developers will need extensive experience in implementing their solutions, which can be obtained if they enter foreign markets. Therefore, one of the priority tasks for the Russian government and businesses is to increase the export of high-tech products to the world market, with a corresponding reduction in the ‘brain drain’ from Russia. The measures taken in this direction should enable the emergence of a new wave of domestic IT giants capable of supplying their high-tech solutions to global markets.
